Ladies and Gentlemen,

It is a privilege to join you today for the continuation of the U.S. Soifua Manuia Medical Mission – EMS Course, a testament to the strong partnership between the United States and Samoa.

In April, we had the honor of collaborating with you all to successfully complete the Trauma Technician Additional Skills Identifier (TTASI) Level I course. Today, I am thrilled to see this progress continue with the participants here who will be taking part in the Trauma Technician Level II course, provided by the U.S. Soifua Manuia Medics.

The EMS Course provides essential emergency medical skills to enhance the survivability of trauma and medically ill patients before they reach the hospital. It covers the roles and responsibilities of EMTs, addresses medical emergencies and trauma, considers special aspects of pre-hospital care, and includes patient transportation procedures. It is our hope that this training will enrich the participants’ skills and broaden their capabilities.

I am pleased to see our continued partnership with the Ministry of Health, the National University of Samoa, and the Oceania University of Medicine. Together, we will continue our support to three district hospitals—Poutasi, Lufilufi, Leulumoega, and the Tupua Tamasese Meaole Motootua Hospital in Upolu, and the Malietoa Tanumafili II Tuasivi Hospital in Savaii—ensuring the provision of critical medical services where they are most needed.

The Soifua Manuia Medical Mission reflects our collective commitment to assist the government of Samoa improve healthcare accessibility and enhancing medical capacities throughout Samoa. We hope this mission will continue to support

Samoan medical professionals and benefit the people of Samoa by providing essential healthcare services, thereby improving lives and strengthening communities.
