H.R. 6008 would allow oil and gas lessees in the Gulf of Mexico to satisfy certain statutory requirements for the protection of endangered species and marine mammals by complying with a 2020 biological opinion of the National Atmospheric and Oceanic Administration (NOAA). That agency, in consultation with the Bureau of Ocean Energy Management (BOEM) and the Bureau of Safety and Environmental Enforcement, is revising that opinion.
