Angola holds local elections before 2022

Benguela, ANGOLA, February 19 - The country is preparing to establish the local power before 2022, a process that will count on the participation of political parties with parliamentary seats and the participation of organized civil society.,

This fact was announced by the President of the Republic, João Lourenço, Monday in coastal Benguela province during his working visit.

According to the Head of State, who was speaking at the opening of the first meeting of the Local Governance Council, this measure aims to fulfill the desire of the majority expressed at the polls.

When implemented, the measure will allow citizens to find in their municipality the satisfaction of their basic needs.

However, within the framework of the implementation of Local Authorities, technical work teams should be structured to carry out different tasks.

One of the tasks of the technical teams, according to the President, is to prepare the proposal for basic legislation for this purpose.

President João Lourenço said that in March he intends to convene the recently inaugurated Council of the Republic.

The intention is to listen to the counselors about the Executive's proposal regarding the holding of local elections.

In parallel, a survey should be conducted on the main needs of the populations of a number of municipalities.

The President understands that the process of implementation of local authorities is to reinforce administrative de-concentration, an action that the Government intends to carry out later this year.

The Head of State is going to return to Luanda later Monday.

The Local Governance Council (CGL) is an auxiliary collegial body of the President of the Republic, in formulating and monitoring the implementation of governance policies of the State Administration at the local level.

Among the competencies of this body is the appreciation of the budget proposals of the provincial governments, as well as the monitoring of the implementation of the Annual Plans and propose conciliation measures between the organs of the Central and Local Administration of the State.

The CGL was also given the competence to contribute to the formulation of policies and evaluate the implementation of measures in the area of deepening administrative and financial de-concentration.

It is an organ chaired by the President of the Republic, assisted by the Vice-President. The collegial body comprises ministers of state, secretaries of the President of the Republic, ministers, provincial governors, among other individuals.
