President Jacob Zuma’s announcement of free higher education on Saturday morning was “not made to sway votes” at the ANC’s national elective conference, says Collen Maine, president of the ANC Youth League. Zuma announced in a statement on Saturday morning that the government would introduce fully subsidised free higher education and training for poor and working-class undergraduate students. The free higher education policy is to start in 2018 for first-year students at public universities.
